Hidden Price

Enchantment

 

Players have no maximum hand size.

 

Whenever a spell or ability you control causes an opponent to draw a card, you may draw a card.

 

At the beginning of each opponent's upkeep, that player loses 1 life for each card in his or her hand.

 

So, a Price of Knowledge that costs 1 less, draws turns your prosperity effects into "you draw that many cards times the number of opponents you have", causes loss of life rather than damage, but only requires slipping into blue additionally?

Still too expensive for standard, but this seems powerful in commander.

The design intention is with Howling Mine effects, but have you any idea how ridiculously potent it is when you're chaining Windfall effects, especially with Library of Leng to help you filter through junk and avoid deck out?

"Whenever a spell or ability you control causes an opponent to draw one or more cards, you may draw a card."

 

It forces the thing to check on frequency of draw triggers rather than the volume of the draw trigger itself. A Windfall in a 4-player game will now net you 3 additional cards rather than 3x biggest number. Meanwhile, Howling Mine effects remain largely unaffected by this change.
