Card A:

It's a good tech card in terms of being more generic than B. However, outside of battling Special Summoned monsters, it doesn't have any other effects that would benefit the user. Granted, every deck uses Special Summon in some way (Even Monarchs), but aside from being able to hit with 2600 ATK during damage calculation only it doesn't really have much use.

Aside from that, this card wouldn't stand up close to most decks that Special Summon. More effective on Rank 4 spam and Dante, but there's not really much else.

Card B:

A lot less appealing as its adding effect only applies to Winged-Beasts, so it wouldn't show up in any other deck that doesn't run them. I can see maybe Wind-Ups using this, but outside of Winged-Beast decks, this card's second effect becomes useless. Also, considering it also requires a tribute to Summon, and the stats aren't even really that good, it also doesn't have much use.

However, the redeeming quality is that although it requires a tribute, getting out 1 copy is enough to swarm the field with the others. And all in all, in a winged-beast deck, this card is much better than A with the possibilities it contains from any type of summon.

Both cards were somewhat disappointing as they lacked power. But in the benefits vs the cons, card B came out just by a squeak.

Voting for card B.
