Here's how this game works: You can create any card you desire, as long as it's generic or works with another card created in a chain. You can go nuts with Spells and Traps, so long as they work either generically or with the rest of the Deck, and aren't broken. If you create a monster, keep in mind the following:

 

If it is a Main Deck monster without a Summon restriction, it cannot be a higher Level than you.

 

If you create a Main Deck monster with a Summon restriction, it must be Summonable within the Deck as it is, but it can be up to 1.5x your Level (rounded up- Mods, who are treated as Level 7, can go up to Level 11).

 

If it is a Fusion monster, it must be Summonable from existing cards in the Deck, and its Level is allowed to be up to their combined Level minus 1 (ie, 2 Level 4 monsters in the Deck can be fused to create a Level 7). The Materials can be as loose or strict as you desire, so long as the cards exist to Summon it.

 

You're not allowed to create Synchros if we have no Tuners, and only then its maximum Level is your Level plus 5 (mods can make Level 12 Synchros). Again, there must be a combination of monsters in the Deck that can Summon it.

 

For Xyz, you must be able to show us at least one pair of monsters that are possible Material if it is 2-mat, one trio if it is 3-mat, et cetera.

 

Once the Deck has at least 40 Main Deck cards, anyone can "reset" the Deck and make us start over. The Deck must be reset before we have 16 ED cards or 61 Main Deck cards.

 

Lot of rules, but this should be a fun exercise in card reactions for noob Deck-builders.

This monster inflicts piercing Battle Damage. Once per turn, you can inflict 500 damage to your opponent's Life Points: If you activate this effect, this monster cannot attack this turn.

 

This leaves a lot of wiggle room, so . . . let's get started!

All "Searing" and "Scarlet" Monsters cannot be destroyed by card effects or be flipped face-down. Once per turn, you can pay 500 Life Points to Special Summon 1 "Searing" or "Scarlet" Monster from the Graveyard. If a Trap Card is activated, you can banish 1 card from the Graveyard or Deck to negate it, and if you do, destroy it.

Level 6 - FIRE Dragon/Synchro/Effect - 1 "Scarlet" Tuner + 1 non-Tuner FIRE Monster - 2400/2400

 

Once per turn, you can divide your Attack by 8 untill the end of your opponent's turn, but it cannot be destroyed untill the end of the opponent's turn and this card can attack directly 3 times untill the end of your turn. You can pay 1000 Life Points to add up to 3 "Scarlet" Tuner Monsters to the hand from the Deck or Graveyard. Once per turn, you can discard 3 cards from your hand to gain 500 Life Points.

[spoiler=Overpowered?]I have a feeling some cards in this thread are a tad overpowered. "Infernal Fury Dragon" and "Searing Lava Pits" stand out in particular. Both are capable of reving monsters without much of a cost. The former in combination with "Dark Room of Nightmare" can quite easily OTK (possibly FTK) the opponent; Special Summon a monster with more than 0 DEF from your Graveyard using its effect. (It also doesn't use its Xyz Materials.) Whereas the latter stops the opponent's Trap Card at a negligible cost (Deck thinning)... at least Trap Cards aren't played as often these days, and this Deck doesn't benefit from it.

If this card were destroyed by battle, draw 3 cards. If this card were destroyed by Spell/Trap cards, add 3 cards to your hand from the Graveyard. If this card were destroyed by a Monster Effect, Special Summon 1 "Scarlet" Tuner Monster from the Graveyard and take 300 Damage.

Once per turn, you can destroy 1 FIRE monster you control: Destroy all monsters your opponent controls with original ATK less than or equal to the original ATK of the destroyed monster, and inflict 500 damage to your opponent times the number of monsters destroyed by this effect. During the End Phase of a turn that this monster inflicts Battle Damage, you can Special Summon 1 FIRE monster from your Graveyard with less ATK than the amount of damage inflicted, in Defense Position.
