so its a better version of Angmar.... With force use as drawback

 

Angmar the Demon Monarch  is arguably more balance than this since it also require a banish...why? because it shut/slow down possibility of you searching cards that limited or semi-limited by banlist out of thin air. its drawback its rather mediocore its force you to use it without actual threat of why i won't use it other than holding your turn, also most of card you can search with is gonna be activated anyways making the drawback more obselete

When this card is Tribute Summoned: Add select 1 Spell Card from your Deck and add it to your hand. It You must be activated 1 Spell Card with the same name as that card this turn, if able.

What happens if you choose to tutor a Spell that you cannot activate that turn due to improper activation conditions? What if it's a Quick-Play Spell Card and you intentionally Set it to prevent you from being forced to use that card?

 

I think a more severe drawback for failing to activate that card is in order. Like discarding your hand or something.

Making it have the kind of consequence trebuchet stated, but activating if it doesnt RESOLVE would make its drawack slightly less obsolete. Tho still mostly inconsequential, as few cards negate spells.
