Once per turn, during either player's turn, if you control a face-up Spellcaster-Type monster: you can remove 3 Spell Counters from this card; banish one monster on the field face-down, and if you do, destroy this card. You can only use this effect of "Night's End Reaper" once per turn.

ME: If this card is Pendulum Summoned: you can target 1 Level 4 or lower Spellcaster-Type monster in your Graveyard; Special Summon it, and if you do, it gains 600 ATK and DEF, also destroy this card.

Was going to vote on stuff earlier, but had to re-read B again.

(And yes, it'll probably be another sudden death if this lands up as a 0-0 within next 5 hours [it's around 3 am for Striker at the time of writing])

Card A has a slow stat boosting effect (well, two of your own turns plus an opponent's) and can help remove certain threats, provided you have another Spellcaster out. Given the wording, it doesn't target so a lot of bosses are gone (that is, if you can set it up quickly enough)

Suppose you could use Endymion (I think I spelled it properly) or some other stuff to help facilitate the addition of counters, but otherwise it's a one-shot effect (unless you can get another copy as a Scale).

Monster-effect wise, I suppose the destruction part of its effect isn't too much of a hindrance, since you can still recur it at a later time if needed. But yeah, it relies on you Pendulum Summoning it (which you should be able to).

--------

For card B, it basically banishes 1-2 cards (depending on the detach) and if you can keep this on the field long enough, it'll end up doing something,

If this was intended for D/D plays, I don't think it offers much to the Deck at all (barring the flavor of its name and lack of explicit support). Most I can see you doing with this in there is using Alexander/d'Arc as materials, but latter reverses the burn so don't know if you'd want to use it as a mat for this. Suppose there's that new Main Deck 7, but I don't know.

With the time moving effect, only things I can think of is probably Final Countdown or something.

Think it pushes its own effect too, but this part, I'm not wholly certain of.

Though, it is effectively a 30/28 on summon (at minimum), so guess that says something (assuming you don't opt for the delayed banishing that turn).

Other R7 Decks can use it too; D/D might have a use for it (and can get 2K LP off of it, if done properly and you get d'Arc out).

I don't think there are a lot of Decks that can go beyond 2 Level 7 mats (well, D/D can probably Astral Force off of Tell if they really want to run this card, and that would certainly add up the mats), though I doubt that is an ideal play for them.

-----

Let's see; card A is a one-shot thing that requires some setup (which can be alleviated to an extent) and B can effectively be made in whatever R7 spam Deck (or something that can run Astral) + banish every other turn.

To be fair, I would like to give a card C vote (as both cards didn't exactly stand out enough to warrant a decisive vote), but since this is the postseason and no ties are permitted, suppose I'll have to give vote to A this time, but just barely. (I think the Spell Counter support should help it out a bit, but to be honest, this probably could've gotten away with not blowing itself up; even if it can be recurred later via Scales).

I have some iffy thoughts on B right now (it is certainly accessible for R7 stuff because of generic, but if that turn advance effect works how I think it does; you effectively have a 1-2 card non-targeting removal that turn and subsequent other turns if this stays up). There are flavor things here too, but not considering them too much.
