Careless Whisper
Yes it is, it means the effect is optional.
Cyber Altair
it is a cost since the first part is a condition making the second part, discarding a cost so NO, it is not good in a DW deck.

The Warrior of Hope
It is a cost because by sending 2 cards from your hand to the Graveyard, it will allow you to draw 2 cards. If you don't send to 2 cards to the Graveyard, then you can't draw 2 cards.
CrabHelmet
It's a cost, but even if it was an effect it still wouldn't work with Dark World.
Zeppeli Gyro Supreme
It's a cost' date=' but even if it was an effect it still wouldn't work with Dark World.[/quote']^ This. And, the reasoning is because you're only placing them in the grave, or "sending" and not "discarding". In the future, check the official Yu-Gi-Oh! website for card rulings first, or even the wiki. If you need the addresses, PM me.

Yes, because everyone else can see that Dark World would be ridiculously broken otherwise with cards like Mad Reloader and Hand Destruction activating their effects. But apparently the latter didn't work.
