There's only 3 rank 12s though and they all do have a deck. 77 goes in Trains, 93 goes in every Xyz deck, and Magnus is the Super Quantum boss. As for 11s, only 2 exist (one of which works in Trains) and there are only 9 monsters of rank/level 11 in the whole game, all of which are either boss monsters or extra deck things and none can be normal summoned.

And? You said 9 was the ONLY Rank without a deck devoted to spamming said Rank. All 3 Rank 12s need a different deck and the same with the 2 Rank 11s.

We really gonna argue semantics here? Bottom line rank 9 could use a deck dedicated to it like rank 8 and BEWD or Trains and Rank 10.

 

That being said, when Noden was at three, you used to be able to summon Nekroz Trish, then Regular Trish, and finally overlay into then Enterblathnir, fun fun times

Winter's right; Rank 9 lacks a dedicated deck, which is a shame because Enterblathnir is a really good card. But if you want the low-down, Rank 11 is still the worst-supported rank; by card-quality and numbers. Pain Gainer's garbage, and Babylon isn't really worth it.

Not specifically to spamming it but to actually making them, there is no deck that can whereas there are decks that can make the ones you're on about. This is a really weird and inconsequential thing to be starting an argument over.

This still works in trains if you run 3 of these, and galaxy queen's light.

If you have a deck that can Synch 9 easily, Cloudcastle is a nice option for Rank 9s. I made a deck on Dueling Network that used Speedroids plus a Dragon-Draw engine, using Ohajikid to revive Labradorite Dragon to make Cloudcastle and summon Deep-Space Cruiser IX. I could also discard dead Speedroids in hand to summon Cruiser.

 

There are probably better engines, but it worked.

The level 9 castle synchros appear to be rank 9 support.

 

Blue eyes can also make double azure/spirit or cloud for rank 9s. The only problem is you'd be hard pressed to find a rank 9 that's worth giving up 2 BE synchros for, but enterblathnir is always in my back pocket in case I need to break a melodius lock or something.
