This is really kinda meh, to be honest. It only works off-of the Normal Summon, and all it does is SEARCH the flip monster. Prediction Princesses can just banish a Prediction Ritual to search Coinoma without wasting your Normal Summon/Set. And it is much more worthwhile to just SS Taboo off of Coin than it is to search it. Really being WIND doesn't help it in Shadds either, so, to be kinda honest, it just feels incredibly slow and meh to me.

Well you can never say no to an easy searcher like this IMO, even if it is a bit slow, I don't see why you would not want to use it in a Flip monster Deck regardless, since it's an extra card you get to pick out of your Deck, something you may need but was quite hard to get before.

Simple: It's slow. FLIP monsters are already insanely slow, and having a monster that makes them even slower doesn't really help matters. If this was anything other than WIND, it would have been perfect for Shadds, as they could easily give up their Normal Summon to RotA any of them. But the reality is, a search is irrelevant if you aren't progressing your game forward in any ways, and this just forces you to add another turn to your plans.

 

It's slow support for an incredibly slow mechanic. So yeah, I can say no to a search that costs me my Normal Summon/Set when I'm getting OTKed because I wasted a turn trying to set up.

I don't mind that, I don't play a Flip monster Deck to be fast, I am never going to win against meta with something like that anyway, so it doesn't matter much for me. I'm the minority of course, I get what you're saying, but I don't care.

This card... I find it so intriguing.

 

First is the fact that is a searcher for an entire sub-type (Flip monsters), without any kind of additional restrictions (e.g. a Level, ATK, etc. range, or an attribute requirement), and this looks strong, at least in a vacuum and putting the metagame and powercreep aside.

 

Then, its Attribute/Type combination: Not only it just so happens to be WIND, one of the least desired Attributes for Shaddolls, but also Fairy is not one of the most supported types. It almost feels as if this was done intentionally in order to keep the card on check. For instance, had it been, let's say, Spellcaster, then at least it would have been able to synergize with the 15/2 possessed beasts, Dark Renewal, and even Performages to a certain degree (Trapeze plays).

 

So, we have a card with an strong searching effect given its flexibility, but with an apparently undesirable or impractical Attribute/Type holding it back; that is, until we get an archetype that takes advantage of the latter in one way or another. At least it has a solid ATK of 1800 and is Level 4 for potential Rank 4 Xyz Summons and whatnot. I wouldn't be surprised if it became relevant in the future in a similar fashion to Manju/Senju along Nekroz.
