The contestants and I have the right to refuse votes, but must explain why we don't accept it.
Written cards are allowed. (Must be in written format, cards with blank pictures are not acceptable)
Create an Extra Deck Pendulum monster that has an effect on Summon and a Quick-Effect Pendulum Effect.

Rewards:
The winner gets a rep from the loser.

Once during either player's turn, you can banish the top 3 cards of your Deck face-down; Target 1 occupied Pendulum Zone on the field, increase the scale of the card the occupies it by 2 until the End Phase OR: decrease the scale of the card the occupies it by 2 until the End Phase.

You can Special Summon this card from your Extra Deck by shuffling the above Fusion Materials into the Deck from the graveyard. (Treated as a Fusion Summon) When this card is summoned by it's own effect: Add 1 monster from your Deck to your hand. When this card would be destroyed, you can destroy 1 card in a Pendulum Zone you control; Place this card in that Pendulum Zone.

Pendulum Effect:

You can Fusion Summon this card (from the Pendulum Zone) by banishing the appropriate Fusion Material(s) listed on this card from your field and/or your Graveyard. During either player's turn: You can banish 1 Fusion,Synchro,Xyz or Pendulum monster from your Graveyard, then target 1 face-up monster with same monster type (Fusion,Synchro,Xyz or Pendulum) than the monster you banished; Negate its effect, and if you do, Banish it. You can only each Pendulum Effect of "Exa-Fusion Dragon" once per turn.

 

Monster Effect:

2 Dragon-Type Fusion,Synchro,Xyz and/or Pendulum Monsters.
When this card is Fusion Summoned: Banish all other face-up monster with same type of monster (Fusion,Synchro,Xyz or Pendulum) than any of this card's Fusion Material. While this Fusion Summoned card is face-up: Monsters your opponent controls that is the same type of monster (Fusion,Synchro, Xyz or Pendulum) than any of the Fusion Material Monsters used to Fusion Summon this card cannot activate their effect, also effect of those face-up monsters are Negated. Monster(s) that would be sent to the your opponent's Graveyard because of being used as Fusion/Synchro Material and/or Detached as Xyz Material, as well as Pendulum Monster that would be sent to your opponent's Extra Deck are banished instead. During your Main Phase, If this card is face-up in your Extra Deck after being sent there from the Monster Zone: You can place this card to your unused Pendulum Zone. You can only use this effect of "Exa-Fusion Dragon" Once per turn.

oh boy, whoever created card B had a good look at cydra infinity and quantum great Magnus i guess. The card does way too much to be honest and it's aspects and applications are way too extreme given that this card completely makes the game one sided after it's summoned, although the creator tried to balance this card by giving a bit tough summoning conditions but miracle synchro fusion does exist and even that makes this a bit too much. This card on being fusion summoned almost has the capability of removing your opponent's entire field, which in itself is very overwhelming. And if that is not enough, this card acts as a pseudo breakthrough skill to kill any chance of comeback in case this card is summoned with the material the opposing deck specializes in and then this card can keep looping itself from the pendulum zone to do the same thing again and again. Well.................NO!!

Card A, on the other hand is quite subtle and gentle in it's use but it is quite a great and sneaky card as it can also disrupt the Opponent's scale to prevent spam while making own scales flexible for larger spam opportunity, the summoning requirement is a bit weird but it shuffles and summons itself making it acceptable, it gives a nice little search to prepare for dynamic plays and lastly can pop a scale and fit itself and can combo if the scale gets effect by pop (Baby Ariadne)

 

Overall, card A gets my vote for being diverse, subtle and overall much balanced.

Card A has the potential to manipulate the pendulum scales, allowing a wider array of monsters to be summoned, by adding 2 or decreasing 2, efficient. It's summoning conditions is a bit hard, but it offers a free search and can switch with one pendulum scale when it is about to be destroyed, stats are balanced

 

Card B has an effect deadlocking potential if the materials used includes Xyz, Synchro, and Pendulum, making the game taste like plain sugar for the opponent, plus it has the potential to banish almost all (or even all) monsters on the opponent field, thus giving the opponent almost no chance to retaliate, and it can be moved easily from pendulum to the field, to pendulum again and again....

 

And the vote goes to Card A...

Voting Card A on this one, because of obvious balance issues.

 

The summoning conditions might be a bit difficult to pull off, considering a lot of them are becoming monotype, but it can search stuff and modulate P-Scales when necessary, either helping you to make plays, or screwing up your opponent's. And yeah, it pops Scales so stuff can be triggered when they do.

 

It's sort of like a reusable Pendulum Turn/Shift (except that it only adds/subtracts Scale values, not changes them to any number you want).

As already mentioned, B really does too much.

 

Just fuse 2 Pendulums together (well, in this case, Vector/Master/Luster at minimum), and effectively you shut out a sizable part of the game (EmEm, Majespecters and some other stuff get hit hard by this). Effectively acts like a one-sided Dark Law / Skill Drain.

 

Summon conditions say either/or; or if you can fuse an Extra Deck Dragon, which Clear Wing / DRXD and a few other things are, this thing locks out even more stuff.

Even if it were restricted to Extra Deck only monsters, it still would be too powerful, given the existence of MSF.

 

That, and it can Fusion Summon itself again from the P-Zone, and proceed to lock out more things.

It can banish more things when it's a Scale, and then banish them some more.

 

A word of warning, just because a card has hard Summoning conditions, it doesn't mean that it should have effects that are extremely hard to get over.

In actuality, it's not that difficult, especially with the above.
