Skill Drain is continuously negating all face-up monsters indiscriminately. Necrovalley only negates effects that try to move cards from the Graveyard, and only applies that negation when the effect resolves. You can still activate cards/effects that affect the Graveyard, they just get negated. But since Summoned God is immune to other card effects, its effect cannot be negated by Necrovalley, regardless of which card was in play first, because Necrovalley is not negating the immunity to card effects bit. I mean, I said that (I did originally state that I thought it was a trigger effect hence it wouldn't work on Exodia).
