Really doesn't seem that good, it's a -1 that also has a Graveyard banish cost... for simply changing something's level (In an archetype that already has little problem with Levels) and giving it a very small amount of ATK.

 

This should have had an effect in the Graveyard, like Speed Recovery has.

Well, I guess cute Quasar tricks can be done... Though it may be worth it of the boost is more than 100x Level.

Wait, did the 2nd effect actually exist? I didn't see CWSD get any boost, except his own Dichroic Mirror ability (which is...seriosly, the anime uses that effect in a sketchy way that is hard to figure out).

 

It's a highly conditional shizzle Hugo needed to win with in that particular duel, most likely we'll never see it again, ever, in any duel (fingers crossed).

Just like every other card , there will be that 1 guy who will find this card useful and manage to break it.

The thing is, this card requires:

1. A Synchro monster you want to change the level of
2. This card in hand
3. A Speedroid of valid level
4. a board where you can actually somehow make use of the level change

It's just so freaking conditional for not much benefit.  Skip.

You would need at least a boost of 700 per level for Chanbara OTKs.

Not if you banish Menko or Double Yoyo which are Level 4, giving it 2000 ATK, making Chanbara a 4000 ATK+ double attacker.
