You can only use the (2) effect of “Phantom Fog Blade” once per turn.(1) That target cannot attack, cannot be attacked, and its effects are negated. When it leaves the field, destroy this card.(2) You can banish this card from your Graveyard, then target 1 “Phantom Knights” monster in your Graveyard; Special Summon it, but banish it if it leaves the field. Guardian Kay'est and The Legendary Fisherman are...very unique. Very old, very bad. I'm sure it's no coincidence that they've never used that type of effect/ruling again. They were back in the days of the game where removal wasn't a huge thing, so you would have been able to stall practically forever if they couldn't be attacked. At least they won't need Fiendish or BTS and with the other cards, using this for revival shouldn't be difficult either. All in all, it's a neat card. They're ancient cards, from a day where the inability to attack them, plus their innate immunity to Spells, would have made them ridiculous stallers.
