OK, using Galaxy Rainbow Neos as a springboard, this effectively gives you a free 4500 ATK monster that can't die in battle (but who's going to kill it in battle anyway).

As you have it worded right now, it does way too much.

 

Now, if you had this card require that you Tribute the original monster and THEN Special Summon the Galaxy one from your hand, that would be fine.

Some of them would be a pain in the neck to summon though (given Rainbow Neos does require those two monsters, and they don't exactly work together in the Deck)
