You increase the first number by your Level- that's the Pot. You can increase or decrease the second number by your Level- that's the Wheel. When the wheel is three of the same number in a row, the Pot resets to 0, and the next poster must give you Points equal to the Pot.

 

The Wheel is always a three-digit number, so if you go over 1000, roll over to 000 and add the remainder. If you go under 000, roll over to 999 and subtract the remainder.

you only restart when the second, aka the wheel is over 1000 or under 000, so you, my good sir are wrong. and by good sir, i mean funk face
