Back with an older mulligan rule combo decks could play as few lands as possible and get away with it since the rule allowed free mulls if your hand had no land or all land. I feel like combo decks could abuse this new mull rule, not as much as that old rule but a free scry is a powerful tool for any kind of fast combo deck. If memory serves a lot of people were saying the UR Artifact and Mono Red burn decks really got a boon from the scry so I'd assume it will have a pretty powerful effect on older formats.
