The term "rogue deck" refers to decks that aren't high enough tier to be "viable" for tournament play.  Unless the meta changed and I wasn't paying attention, TCG's meta currently consists of Nekroz, Burning Abyss, and I'm gonna go out on a limb and say Towers Turbo.  Just below them is tier 1.5 stuff; decks that are in a weird position where they're not as strong as the meta, but stronger than everything else, some examples including (again, unless something changed without my noticing) tellars and HERO.  Everything beneath that 1.5 bar can be considered a rogue deck.

That's not to say playing a rogue deck is a bad thing, of course.
