Wile I was attempting to sleep last night, I accidentally an entire character and a deck theme for him. This is my attempt to make that deck theme a thing.

 

[spoiler=Main Deck Monsters]

Charce: Shadow Empire Scout

Level 3, Warrior-Type, DARK

1000Atk/1500Def

Whenever a monster is summoned to either side of the field: Your opponent discards the top card of their deck. This effect can be activated up to twice per turn.

 

David: Shadow Empire Machinist

Level 3, Spellcaster-Type, DARK

0Atk/2000Def

When this card is normal summoned: Special summon 1 level 5 or higher Machine-Type monster from your hand. but it is banished when it leaves the field. If this card is special summoned: Your opponent discards the top 3 cards of their deck.

 

Strings: Shadow Empire Initiate

Level 3, Warrior-Type, DARK

1500Atk/1500Def

During your turn: This card gains 500 attack points. During your opponent's turn: This card gains 500 defence points. These effects last until the end of turn. Whenever this card's battle position is changed: Your opponent discards the top card of their deck.

 

Jack: Shadow Empire Machination

Level 5, Machine-Type, DARK

2300Atk/2300Def

once per turn, when a monster is summoned to your opponent's side of the field: Draw 1 card.

 

Anne: Shadow Empire Prototype

Level 5, Machine-Type, DARK

2300Atk/2300Def

Whenever a "Shadow Empire" monster is summoned to your side of the field: Your opponent discards the top card of their deck plus 1 more card for each spell card discarded by this effect this turn.

 

Mara: Shadow Empire Sniper

Level 5, Warrior Type, DARK

2500Atk/1000Def

Whenever this card destroys an opponent's monster by battle: Your opponent discards the top 3 cards of their deck.

 

Heiro: Shadow Empire Guardian

Level 7, Dragon-Type, DARK

1500/3000

If this card attacks and is still on the field: Your opponent discards the top 5 cards of their deck.

 

Scariet: Shadow Empire Assassin

Level 7, Warrior-Type, DARK

2000/1000

Whenever this card destroys an opponent's monster by battle: Your opponent discards the top 5 cards of their deck.

 

Behemoth: Shadow Empire Weapon

Level 9, Machine-Type

3000/3000

A massive semi-mobile weapon created by the Shadow Empire to keep the riff raff in their city and the heroes out.

 

Arioch: Shadow Empire Emperor

Level 9, Warrior-Type, DARK

2900/3000

Can not be special summoned or set. Must be normal summoned by tributing 3 "Shadow Empire" monsters. once per turn, when a monster is summoned: your opponent discards the top 5 cards of their deck.

Search your deck for 2 "Shadow Empire" Monsters and add them to your hand.

 

Shadow's Reach

Spell

Your opponent discards the top X cards (Max 10) of their deck where X is the number of "Shadow Empire" monsters in your graveyard.

 

Shadow's Gift

Spell

Each player draws X cards where X is the number of other players.

 

Shadow Empire Brainwashing

Trap

When an opponent's monster declares an attack: Take control of that attacking monster until your next end step. It becomes a "Shadow Empire" monster.

 

Shadow Alley

Continuous Spell

During either players turn when a "Shadow Empire" monster would be destroyed by a card effect: Negate that effect and if you do, destroy it. This effect can only be activated once per turn.

 

Shadow City

Field Spell

All "Shadow Empire" monsters gain 500 attack and defense. The playing of "Shadow" spell cards can not be interrupted or negated.

Here is my opinion, you can agree, disagree, take it into consideration or dismiss it and call if whatever if you like :)

 

 

Scout's effect can be considered somewhat fair, although i think it needs some kind of limitation. 

The OCG would look more convincing this way:

 

"Each time a monster is Summoned: your opponent sends the top card of their Deck to the Graveyard."

 

 

Machinist needs a restriction for him to only summon only once, or only S.E. monster(s), i would suggest something like this:

 

When this card is Normal Summoned; You can Special summon 1 level 5 or higher Machine-Type "Shadow Empire" monster from your hand. If this card is Special Summoned: sends 3 cards from the top of your opponent's Deck to the Graveyard.

 

 

Initiate is pretty much balanced and a-OK.

 

Jack's effect is over the top, don't know if your intention was to use the character in a fanfic or something, but you can balance things out to make them more plausable. It's basically easier to summon T.G. Hyper Librarian with the power of Maxx "C" working on every summon. 

 

Prototype looks a bit generic at this point, it could use a secondary effect, like damage or milling an additional card if the first one was trap/spell/monster?

 

Sniper's effect is OK, it has good stats, balanced effect, but it's basically Iron Chain Dragon.

 

Guardian's effect is i think OP with its current stats, which are low for his level but high, considering the effect.

 

Assassin's the same, if not worse. Easy to summon,w/. no summoning restriction, large amount of cards milled, and this time - good ATK.

 

Emperor is uberstrong. No summoning restrictions, no drawbacks, good stats, no limitations how many times the effect can activate. 

 

 

 

 

There is a lot that can be done for the card's grammar, i'm thinking you just wanted to sketch them altogether or wrote them in a rush and missed some important details.

I thank you for your advice, the wordings here are what the ideas look like when they come out of my head for the first time, they always need refining.

 

Placed limits on most effects and the emperor's summoning. Lowered Guardian and Assassin stats.
