Shuffle Reborn
Normal Spell Card
You can only use the (2) effect of “Shuffle Reborn” once per turn.
(1) If you control no monsters: target 1 monster in your Graveyard; Special Summon it, but its effects are negated and it is banished during the End Phase.
(2) During either player’s turn: You can banish this card in your Graveyard to target 1 card on your side of the field; return it to the owner’s Deck, then draw 1 card, also banish 1 card from your hand during the End Phase.

It's decent I guess. Most times you'll just revive something to use as material, or you can spin the revived monster with effect 2 and just use up your hand.

Or use it on a Pendulum and then summon pendulum wizard to get a +1 to turn it all in all into a +-0, which makes a monster ready for the next turn.

The Second Effect can be used if one wants a certain pendulum effect ... but hey you can also use it on a tenki or fiendish chain/call of the haunted and if you play your hand you save yourself the banishment (which turns the effect into a -1).

Edit: Lizarddraw would also be a good target for the second effect once he is pendulum summoned after using its effect to get a draw.

Seems like a effective tech for E-HERO's since you could revive a shadow mist, add mask change then use this cards effect to shuffle shadow mist and draw a new card while having another HERO in hand to use with Mask Change.

Plus...

"also banish 1 card from your hand during the End Phase."

This means that if you manage to empty your hand with a good field set up you can dodge this draw back.
