Tackle Crusader is just for the Djinn out I'm assuming? Other than that, I'd probably want to play the Chair at 3 as well, but I can see why you'd prefer not to, given that sometimes it's utterly useless once you've gone through the Sticks.

Tackle Crusader can be Peropero as well, either works, but I like Crusader more because he's more immediate of an effect, as opposed to Peropero's longer-term, but slower solution. And yeah, that's why only 2 Chairs, since Stick can actually be used with 2 other non-Seraph things and get its effect, while Chair works only with Scepter, so. And after you do the standard Seraph play, that 1 Chair hangs around awkwardly most of the time, so might as well cut it.

It's highly frustrating, too.  There's been a few times I've opened with a Chair and it's been beneficial because I have that extra play to open strong, but more often than not, it's a dead draw.  Still, I go 3-3 just because I'm hesitant to cut it down.  I do like that Crusader also has some ATK so at least if you have to run something smaller over or put damage on board, you've got that option there.

Crusader's also level 4, which is SOMEHOW relevant since you can revive it with CotH for a rank 4 in this deck. It's preference in the end though.
