TRUE RULER^(Imper.Di )
Here is Confusion Chaff Lore: Activate only when your opponent declares a second direct attack during the same Battle Phase. Conduct battle between the attacking monster and the first monster that attacked directly (other effects cannot be activated during this battle). Cards that conduct battle as an effect in Yu-Gi-Oh as of now are Trap Cards and are activated during the Battle Phase. What if battle could be conducted outside of the Battle Phase via effect. An Example from an archetype I'm making: Lore: (3) When your opponent Special Summons a monster you can target that monster, and if you do, Conduct Battle between this card and the targeted monster. I plan on using this effect as a mode of play disruption. Its a monster effect and has a Spell Speed of 1(although I am considering making it a Quick-Effect) making it easily counter-able, and the battle does not occur before your opponent's monster effects. I plan on doing some play testing, but I'd like some feedback please.
Ryusei the Morning Star
The lack of an OPT on the third effect effectively says no to most low leveled monsters. How would multiples work?
TRUE RULER^(Imper.Di )
Having multiples isn't a problem I have faced so far, I suppose in that case it would work like chained effects wherein the last monster to activate the effect battles first, the additional monsters have no target and their effects don't activate (as they no longer have a target). I can 'OPT' to it, or add a cost (discard)?

Have you thought about if your monster was in DEF (As in, what stat would it use, should it even be able to)? If you were going to add a downside to it, maybe changing it to DEF after the battle could be it.

AGATHODAIMON BANGTAIL COW
Battling outside the battle phase, eh? http://yugioh.wikia.com/wiki/Last_Turn It's been done.Oh no! It's been done! Abandon ship! OT: As for your example, it basically snipes out set-up SSes that are 16- ATK, which honestly I think is good enough to be its own card without it also shutting off GY-based effects like Mezuki or whatever, especially if you plan on giving it archetype support. As for the idea, it seems pretty neat and creative, but not something to give to an entire archetype. Killing a weaker monster than gets SSed is pretty powerful, even if it's face-up on the field and the opponent sees it from a mile away every time, and so having it be given to an entire archetype makes Special Summoning monsters generally hard to do (unless they are either immune somehow, you don't need them to stay on the field, or you straight-up Special Summoned an ED monster or some other sort of boss for your first Summon presuming you give it an OPT). VCR_CAT
TopkekAnyways, I posted that not to rain on your parade, but to let you know that you're doing something that can be done; so go for it!
