In my testing thus far, the baby rulers are really underwhelming without the big guys at three, so cutting some of them might be the way to go. The only way I see it actually being made is through Return or Dim Fusion and if you've done that you'll probably win regardless of shock master or not. They still allow me to abuse Super Rejuv, allow me to consistently plus off of banishing a ruler, and help push through rank 7 monsters, without having to worry about them being dead, due to rulers at 1.
