Pendulum Effect: If your other Pendulum Zone is empty, you can destroy 1 monster you control to add 1 Normal Pendulum Monster from your Deck  to your hand. You can only use this effect of "Skeletacean" once per turn. During the turn this effect is used, you can not Penduluml Summon more than 3 monsters.

Lore: An prehistoric whale that is also a skeleton, a skeleton cetacean of sorts.

Card B

Pendulum Effect: Once per turn, face-up Spell Cards you control cannot be destroyed.

Lore: "I was deep within meditation, not meant to last. With my death came an uncontrollable urge for revenge. I took on the face of the bull, murdered its thieves, and brought annihilation to the entire city." - A holy man

I vote for Card A, it's much more helpful to Normal Pendulum decks. I haven't seen a DARK fish monster in a while, so that's cool. The lore (aka thingy written that normal monsters have) is kinda lacking but that's not the point of the card.

So for me it's Card A

Card A supports Normal Pendulum decks and doubles as a wall. The description includes a rather humorous deconstruction of the card's portmanteau name.

Card B can protect itself as well as the other half of your Pendulum scale or just face-up Spells in general. While Card B has a more compelling story behind it, ultimately descriptions don't have any impact on the game and are just for flavour, and as much extra effort put into Card B's description went into Card A's Pendulum effect. This isn't to say that Card B doesn't have its uses, though current decks that make use of Pendulums are either Archetype-based where they'd be better off using cards of their own Archetype, or part of the Normal Pendulum theme that Card A supports. Given that part of the criteria was to make a Normal Pendulum monster, Card A better integrates being a Normal Monster by being a part of that Deck's theme whereas Card B just happens to be a Normal Monster.

I vote for Card A as it would bring more good to the game, but I like the idea for the contest as there aren't many monsters with a scale of 2 and I send my compliments to the contestants.

Card A pops another monster you control in order to search something (and basically completing the other Scale if needed); provided that one is empty.

Here, it can search other Vanilla Pendulums, which is essentially limited to Igknights and a few miscellaneous ones (mostly the ones used as sneak preview promos in TCG).

For the drawback effect, I don't really think it'll bother them too much.

Stat-wise, it's fine (15/20 are respectable).

---------

Card B offers some Pendulum protection and maybe to Continuous Spell Decks, but that's about it.

While yes, protection from MST is great; the most this will probably do is protect your scales for a turn.

The lore is pretty cool, but this is more on judging the effect text.

As a whole, card A takes it for giving Normal Monsters another way to be productive in P-Summoning.

Card B is nice, but its applications are rather limited.
