Pendulum Effect:

EARTH Aqua-type monsters you control cannot be destroyed by battle. If you control another "Myshellium" in your other Pendulum Zone, you can halve this card's Scale, but if you do, cards Pendulum Summoned with this card are treated as EARTH Aqua-type monsters (this effect cannot be negated).

Monster Effect:
(This card is also always treated as a Plant-type monster). If this card is destroyed by your opponent's card (by battle or card effect): You can place 1 Spore Counter on a card on the field, and if it was destroyed by battle, you can place Spore Counter(s) equal to the Level of that monster, instead. If this card is face-up in your Extra Deck, you can remove all Spore Counter(s) from the field, and if you do: Place this card face-up in an unoccupied Pendulum Zone you control, but if you do, this card's Scale is treated as the number of Spore Counters removed.

Pendulum Effect:
Once per turn, when this card is activated: You can destroy 1 face-up Pendulum monster you control; add 1 “Frost Sparks Dragon” from your Deck to your hand. If you control "Frost Sparks Dragon" in your other Pendulum Zone; this card’s scale becomes 8, also, you can gain this effect once per turn.
● You can target 1 face-up monster your opponent controls; its original ATK becomes 0 until the End Phase.

Monster Effect:
When this card is Pendulum Summoned: You can add 1 Dragon-Type monster from your Deck to your hand, except a DARK or LIGHT monster. At the start of the Damage step, if this Pendulum Summoned card battles a non-LIGHT or DARK monster: You can destroy that monster. Once per turn, you can destroy this card and 2 face-up WATER Pendulum monsters in your Pendulum Zones: Destroy all face-up or Set cards on the field. Your opponent takes no further Damage this turn.

Card A

Looks familiar. Where was the last time I saw this...?

Forcing the monsters to become EARTH Aqua can inhibit certain card interactions while enabling various others. For example, opening up access to Naturia Synchros in Decks that would otherwise have difficulty making them, or otherwise unexecutable Xyz plays. Also enables this card's ability to protect the monsters from battle. Standard Summon range with 2 copies of this card is usually 4-5 - a particularly narrow range.

A Pendulum that has its best interactions with another copy of itself will require ways of replacing itself from the Extra Deck once it does go down. Fortunately, it has such an effect, but based on its stats the expected number of Spore Counters you'd remove off this card is either a flat 1 or 5+. 1 is great since it expands the range to 2-5 with another copy; 5 or higher creates an awkward range of around 4-6 or so. I'm also assuming that this card rounds its Scale up if you choose to halve it while the number's odd.

Card B

Instantly makes itself live if you have another Pendulum Monster on the field. Take note that Pendulum Cards in Pendulum Zones are not considered to be Pendulum Monsters and are thus illegible for that effect, in case you were thinking of having this card free up a slot for the second copy to fill. This effect also doesn't have a hard OPT, which means it's entirely possible for a single Frost Sparks to tutor another copy, then have the second copy tutor copy #3, P-Summon that copy (and whatever Pendulum Monsters you blew up), and then tutor up another card. Yes, it'll take a little setup. But that's a pretty strong chain of tutors for such an outcome.

Note that both cards are capable of scaling up before and after your Pendulum Summon. So you can have 1 copy become Scale 8 to open up the 4-7 range, Pendulum Summon, and then have the other copy scale up since you've already P-Summoned this turn, granting you two uses of zeroing ATK.

What do we get out of this? Not only just a Dragon tutor (that mercifully can't dig up LIGHT/DARK monsters), but also a pseudo-Catastor. On the off-chance that the player really wants to, it can also nuke Set cards at the cost of its own life (and its fellow Pendulum Monsters') and the opponent taking no further damage. There's the idea of using it on Main Phase 2 to mitigate said drawback, but far more profitable to use it on Main 1 to clear out potentially meddlesome S/Ts. Couple with the ATK-zeroing effect and you can perform a pretty impressive push.

The Verdict

Card A looks a little unwieldy on paper but has better tenacity with the ability to set scales with its destroyed copies. Card B is more explosive and streamlined in putting itself together. Both have their merits and are weighed down in their own ways, but I will have to, ever so slightly, give the vote to Card A.

Card B can certainly use a little more forethought in design.
