I think the logic behind that was since Exodia Necross was a Dark monster, it... actually had a bit of use, for cards that needed monsters, such as Allure of Darkness or a ritual spell that wasn't ARA.

Well, I'm pretty sure that there were lots of people who decreased their points by voting a 1 on the cards like Dark Armed Dragon for being overpowered.
