Card A

If you control a WATER monster: You can Special Summon this card from your hand. If this card is sent to the Graveyard: You can take 1 "Frog" monster from your Deck, and either add it to your hand or send it to the Graveyard. You can only use each effect of "Chain Frog" once per turn.

Card B

nixie_spirit__water_giver_by_bas_knight-
While you control a WATER monster: Once per turn, during either player's turn. when a card or effect is activated that would destroy a Spell/Trap card(s) on the field: You can send this card from your hand to the Graveyard; negate the activation, and if you do, destroy that card.

Card A is completely ridiculous. Extremely advantageous typing for general WATER support, it can be thrown on the field when you control any WATER monster, making it crazily consistent as fodder, and holy crap, the clause for the last effect is almost meaningless as far as conditions go. You play this card, you get that search. And what a search it is. Frogs are built to be abused, and this thing can search any of them out, even itself. Again, holy crap.

Spell/Trap removal isn't that common, so Card B is meh, especially with a rather restrictive trigger. But… I have to vote for the balanced card here.

Vote for B.

First card is too busted. Special Summon if you have any Water monster, that's just more material for Rank 2s. And the effect to search OR mill if it goes to the Graveyard, which, if you're playing Frogs right, will happen A LOT?

B is just generic s/t protextion, albeit in a format where s/t destruction is less prevalent. Still, it's more splashable (pun intended) and has a useful effect and good level.

I vote card B.
