Because getting out a Dragonlord Atarka with lifelink is by far the most impactful thing you can do in the entire format.

Depends how all-out you want to go. The deck could feasibly run Tormenting Voice or Commune with the Gods if you want to be more consistent, which is absolutely fine as a build. Much more vulnerable to Thoughtseize and everything though.

The addition of 3 Elvish Mystic are to give the deck a ramp plan in mind. 7 mana is perfectly feasible in this format, and hardcasting Atarka (and being able to run value 5-drops like Whisperwood) are probably the stronger plan than just comboing out Atarka. Frankly, Atarka is probably one of the strongest 7-drops we've got in years. It's Bogardan Hellkite (which is already good) but cheaper and absolutely humungous. And it's the anti-Hornet Queen too.

If you wanted a Whippier version, I'd probably go 3/1 split on Whip/Siege, get rid of Mystics and Whisperwoods for some split of Tormenting Voice, Commune with the Gods and Thoughtseize.
