Northern Sage
Card B- Oh, what the crap. A +3 minimum. As a Quick-Play. With any Synchro Monster. This couldn't be a bigger red flag for abuse if it gave the target immunities. Generally, your tuners are really good and you get back all of your resources from Synchro Summoning and draws with absolutely no restrictions. There doesn't seem to be much thought involved here besides making something completely busted and using a generic Stardust Dragon image. Card A, while able to grab any Spell Card from your Graveyard and spinning any card on the field on Summon, seems a lot more fair with the sensibility of a restriction at the very least. Card A by a mile.
