Even in Standard, I think the second clause is basically irrelevant, so it's the noncreature trigger and the animation ability. And non-creature spells are more relevant than human creatures in just about every manner. I agree with you about it not being that strong, you're just missing a part of the "non-creature" relevancy of the card. It could, mistakenly, be played in Burn for the longer game. This has the ability to be played in just about any deck with a disruptive game plan other than Death&Taxes/Hatebears. It shouldn't, but it can.
