Mm-hm. Two very similar cards to vote for. Well...

Card A

A multi-Tribute 1600/2000 without any further effects while it's on the field is very weak. Even if you somehow get to Tribute a Sea Serpent to reduce the cost, it's still effectively a one-Tribute 1600/2000. Still subpar.

The revival effect pretty much makes it a 2400/2000 the moment it gets destroyed. Now I don't know if you realized this, but each time this card leaves the field it loses the boost. So it gets stuck at a still kinda-okay-but-not-that-great 2400/2000 each time it revives. Not quite the stats one wants to see on a LV9 monster.

Card B

Starts at a better 2000/1500, revives during your next Standby Phase, costs 500 LP, becomes a 2500 ATK monster when it revives. Looks very similar to Vampire's Curse. This card trades Curse's Vampire support compatibility with even more flexible revival, which in my opinion makes it a fair bit more usable than Curse.

The Verdict

I think it's pretty clear. Naturally the 2500/1500 with a slightly lower cost triumphs over the 2400/2000 despite the time delay in its revival. Card B gets the vote.

Card A is a Level 9 Sea-Serpent that can TS itself with 1 Tribute (assuming same Type things), and revives itself with 2400 ATK should it be destroyed.

At the most, it'll always revive itself, assuming sufficient LP to keep paying for revival.

While 2400 ATK is good, it's not particularly great against other common threats; especially for lack of protection options for Level 9s.

Normally, one would expect a strong effect on a monster of equivalent Level (if not good stats).

---

Card B vaguely reminds me of Vampire's Curse (and to an extent, Lord) by its revival option; pay 500 LP to revive it next turn with additional power.

By extension, this card becomes 2500 ATK, while not particularly great, is still stronger in the long run and doesn't cost you as much LP.

However, unlike card A, this can be SSed like normal with general revival options; at the cost of the extra attack. Even with that said, 2000 ATK is essentially standard for a Level 5 and fits nicely into where it stands. Then again, it also has some support to look forward to for general Fiend stuff; as opposed to Card A (we've gotten more Sea Serpent monsters, yes, but definitely not stuff to adequately support them)

So yeah, card B by a long shot.
