Pendulum Effect:
(1) Once per turn, if you do not have a card in your other Pendulum Zone: You can place 1 Pendulum Monster from your Deck in your Pendulum Zone.
Monster Effect/Summoning Conditions:
2 Level 7 Dragon-Type monsters
(1) If this card is Xyz Summoned by using an Xyz Monster that is treated as Level 7: Destroy all Level 7 or lower monsters your opponent controls, and if you do inflict damage to your opponent equal to the destroyed monsters' combined ATK.
(2) Once per turn: You can detach 1 Xyz Material from this card; during this turn, this card can attack a number of times equal to the number of your opponent's monsters destroyed this turn.
(3) If this card leaves the field: You can destroy all cards in your Pendulum Zones, and if you do place this card in yoru Pendulum Zone.

Pendulum Xyz are a thing now. (Zex, go make a template for this, will you)
 
Anyway, it basically ensures that you can essentially Pendulum Summon no matter what; assuming you still have resources in Main Deck, and of sufficient scale.
 
First effect essentially blows up anything that's not Level 7 or lower, and burns them hard. Doesn't work against other Xyz, but... Considering the requirements, it'll blow up stuff regardless (if you want to, but most of the time, you will).
 
Second one triggers off <1> to hit multiple times.
 
Last effect is a bit iffy, but suppose it provides setup for later Pendulum Summons.

EDIT: New effect:

1. If this card is Xyz Summoned by using an Xyz Monster treated as a Level 7 monster as an Xyz Material: Destroy all Level 7 or lower monsters your opponent controls, and if you do, inflict damage to your opponent equal to the total ATK of those destroyed monsters.

2. Once per turn: You can detach 1 Xyz Material from this card; this card can attack a number of times equal to the number of your opponent's monsters destroyed this turn during each Battle Phase this turn.

3. If this card leaves the field: You can destroy all cards in your Pendulum Zones, and if you do, place this card in your Pendulum Zone.

 

So yeah, first effect is gimmicky now and basically stays in the anime zone...

Now we need a few clarifications:

1.) Does it stay at " monsters with level between the scales " or could one pendulum summon this monster after it went back to the extra deck ?

2.) Can it be re-xyz summoned after being returned to the extra deck or does it need to be face down ?

3.) Once it is summoned, can it be placed in the monster and pendulum zone (this card does not disprove that idea yet) ?

Note: it would be nice if the real version would also allow rank 4 monsters as the material or would in a different way allow xyz monsters as materials.

@Toyo: Keep in mind that effect 1 got changed, and now requires an Xyz Monster treated as Level 7 to trigger it.

Otherwise, Rulers would be making this all day and blowing stuff up at will.

Since Xyz don't have Levels, I really don't know how you would re-Pendulum Summon this.

Maybe the anime will show off in the future, or Konami does this for CORE.

Its current anime effect puts in the Pendulum Zone when it leaves the field, so it seems that if it were to go to the Extra Deck, you have the option of putting it in the Pendulum Zone so it still does something, or letting it go face-up in the Extra Deck where it'll be useless forever.  That's assuming that Xyz that go face-up in the Extra Deck cannot be Xyz Summoned again, which may still be possible.

Which deck does this even go in? If it's in the Extra Deck, how are you supposed to set it into your Pendulum Zones, since you do that from the hand? So many questions with this card.

 

It's 2 Level 7 Dragons; now what Level 7 dragons do we know of in this game?   Red-Eyes is also a possible candidate.

 

As for the Pendulum Xyz hybrid mechanic, its last effect is clearly the primary method to get it in the Pendulum Zone.

Well since a xyz pendulum monster actually exist now. I wonder if there will be more xyz pendulum appearing in the near future. An archetype that focus on this unique game mechanics would be so cool

Pendulum just got more interesting now, I can't wait to see more fusion and synchro pendulum cards in the near future. This just open more possibilities for Pendulum

Here a better image of the card since the OP image seems to be having problems.

OT: the card itself is interesting and does allow for both its destruction and multiple attack effects then sets up as a Pendulum Monster in the Pendulum Zone when it leaves the field.

In addition it makes Pot of Riches more viable for Extra Deck restoration for cards like these (and Pendulum Synchro & Fusion Monsters when Konami makes those.)

Unless the point is to get more advantage if you decide to place him in your monster card zone, after all it might be possible that one can decide whether to place pendulum fusions/synchros/xyzs either in the monster or pendulum zone after successfully fullfilling the summoning requirements, so it could be that he could go to the pendulum zone after you fullfill the placement requirements.

Interesting. Technically this is the first Pendulum Monster that can't be Pendulum Summoned, since it has no Level, hence its reincarnation effect. I'm guessing the OCG version will be changed a bit.

Unless they change the wording of the mechanic to rank/level or something else along the lines of this.

Though... What I find to be interesting is the fact they have now raised a question; How are we printing this IRL, and how messed up is it going to be, in terms of breaking of the game's rules/logic, once again.

Mythic Earth + Tidal makes this really easily and for all the marbles to boot.

 

Question is, would this pick up another attack after beating something else?

 

This doesn't work. It needs to be an Xyz monster whose level is treated as 7
