Drawing 3 cards is still a really good effect. But I see your point that there may be too many restrictions.

New effect:

 

Fairy's Charity
Spell/Normal
Draw 3 cards, then shuffle 2 cards from your hand into the Deck. You cannot Special Summon
during the turn you activate this card. You can only activate 1 "Fairy's Charity" per turn.

Well, this makes it a better Duality. Duality forces you to choose one of the three cards, but this lets you choose any number of them while shuffling dead cards back into your Deck. It offers more consistency than a card that isn't even bad, and makes it even more likely that you can explode next turn. Plus, Duality lets your opponent see what you get (as well as the other choices, which presents a big mind game in itself), while this doesn't. Graceful Charity was going to get banned even if Dark Worlds weren't about to hit the shelves (IIRC Graceful got banned the day after?), so take that into consideration as you're making a card like this.

 

The no-damage clause doesn't really fit here because the turns you're going to play a card like this or Duality is going to be a slow turn, either in the beginning of the Duel or sometime late, because of the no-SS clause. As is, you're not going to do much damage, if any at all, on those turns anyway.

 

Drawing 3 is really big, even if you're going to +0 out of it, because of the turbo options it offers. You could decrease the draw and shuffling to 2 and 1 respectively, but then it'd be a generic Trade-In, and there are Decks that don't need a generic Trade-In to exist or else they go bonkers.

The biggest problem with having so much generic drawing available like this is that it rapidly speeds the game up, and the speed of the game is already pretty high. I mean, it's rare for a player to get 7+ turns in a duel. Decks can perform their power plays much more consistently, and the power gap between stronger Decks versus weaker Decks will widen even further (it's already pretty wide, but still, people like to be able to face against meta Decks with casual ones and not feel completely hopeless). There's also Exodia, but Exodia is the problem in these cases.

It's not exactly like that though. More powerful Decks have more powerful combos that become much more likely to go off by giving them so much drawpower. For example, Necroz can do their whole Kaleidomirror into Unicore by sending Herald, then NS Manju/Senju into Nyarla and search a couple of times, then they can make some other boss with Exomirror. Chances are they'll be very set up for next turn since they still get Prep, other Rituals they might've gotten, and whatnot. But for a lower-power Deck such as Scraps, their power plays are "NS Chimera, SS Beast, overlay for something/Sync for Dragon." Drawing another Chimera is harder when it's only one card (at most you'll have two more copies in your Deck). Orthrus helps, but it's still not nearly as much as higher-power Decks have.
