Newbs are just people new to the forum and generally know what they're doing. Stars, or rather post count shouldn't matter. What is better, a 2 star member with 100 good posts, or a 5-6 star member who has hundreds and hundreds of spammy posts? As for the rules, uh, you're supposed to follow those all the time.
