For new people as yourself, Casual Cards would be a lot more forgiving if the design and/or your balance is wrong (which is why it really should be placed above Advanced :/). However, there's nothing much strictly saying that certain cards go in one section and others into another (unless they're unrealistic, in which case they go into the Experimental Subsection). Advanced is more focused on the current metagame, but you can still put incredible Zombie support in there (for example) even though Zombies aren't relevant atm. As for the rules, by going in one of the sections and clicking one of the stickied topics, you can find the rules. And semi-decent guides about what not to do in cardmaking. And other stuff.
