Going to give a brief comment on the monsters; the Spell Cards I'll deal with later

  • Hiruzen is essentially a time-bomb; either you end the game quickly/destroy a reasonable amount of monsters, or else he weakens up. 32/20 stats aren't bad, and even after one turn, he can still hold his own; though most bosses will curbstomp him after that. Suppose it references his old age.
  • Kakashi would work nicely in Decks that have Continuous Spells to get rid of [if they're dead weight at the moment]. Also, "effects" NOT "affects" (you're getting homophones mixed up here; as well as other cards)
  • Naruto's effect is only good for Synchro, Fusion and Tribute fodder; nothing really much to say.
  • Sasuke has blanket immunity to other effects; usually those kinds of effects are extremely powerful; but since it can't be boosted any further, suppose that balances it out. Still a relatively good beatstick early/mid-game for dealing with smaller monsters.
  • Sakura's LP gain is really slow. For reference, White Magician Pikeru does it a lot faster + doesn't exclude itself from healing. I would boost the LP gain to 200-300 and include her as well.
  • Gaara essentially blocks any battle damage (outside of piercing) when he's under attack, then summons Shukaku. OK...
  • Ichibi is basically a very defensive wall. On that note, you can just set it normally. I would advise adding a Nomi clause on it that requires it to be summoned via Gaara's effect; for flavor. (Although Shukaku did show offensive capacities as well). BTW, you spelled "Ichibi" wrong; fix it.
  • Nibi (Matatabi) has SS capacities and revives most of Naruto's generation (save for Lee).
  • Sanbi (Isobu)'s piercing abilities really won't help it, considering 900 ATK is somewhat pitiful for attacking with (unless your opponent has some weak defender on the field). Its battle immunity is fine though and works nicely for stalling.
  • Yonbi (Son Gokū) just pumps to 2k when he strikes + effectively powers up every turn unless you either kill him in battle or bait card effects/remove him like so.
  • Gobi (Kokuō) is in a similar vein to Sasuke, except it requires a Tribute.
  • Rokubi (Saiken) effectively pops cards in exchange for its attack that turn. I'd like to note that if you do make removal effects, they should target; as it gives your opponent some more chances to counter.
    • Quoted from Saber's RC design guide in regards to the matter: "Whether it destroys, banishes or returns to the hand, make sure it always targets. Non-targeting cards are ridiculous because if your opponent can save one of their cards from destruction, you can choose to destroy another at resolution since your opponent has to respond before you decide what card to destroy. This means they have to waste resources protecting the card they most want to keep, while they lose another card anyway. Examples of this include Artifact Moralltach and Spiritualism."
  • Nanabi (Chōmei) basically needs to be baited with 2+ effects in order to remove it.
  • Hachibi (Gyūki) redirects attacks to itself; two of them would form an attack lock of sorts, much like Golem Dragon and Magician's Valkyria among other things.
  • Kyūbi (Kurama) is the only bijū here that has a Nomi clause. Essentially hits 3700 ATK when it's battling and if your opponent does manage to kill this thing; whatever monster that did it gets banished. Of course, stuff like 101 and other things don't really care about it; especially if you can make their OPT effect immunity go away that turn. Then again, it can revive itself; assuming you have enough Shinobi monsters.
  • A few words on the Jūbi:
    • Don't need first part of the effect, considering it's Extra Deck and must be Special Summoned anyway.
    • Flavor-wise, you'd need all 9 Beasts to make Ten Tails; here it just requires that you banish 9 of them, regardless of name. (In essence, you can summon this card by banishing multiple Ichibi - Yonbi). If you go with flavor, then it becomes a pain in the ass to summon; depending on how things run.
  • Given its effect, Impure is a one-time use thing so you can make this a Normal Spell card. Now, if you wish to retain the Continuous status, one thing you can do is add the effect "Once per turn: You can Tribute 1 monster you control; Special Summon 1 monster from either Graveyard in Attack Position."

I'm assuming you're working on the other jinchūriki right now, among other things.

Also, post your lore underneath the cards; it'll help to fix your OCG [and you have a few of them].
