The Monarchs Stormforth

So while this can be chained too and realistically doesn't work on enemy's turn, it's pretty damn comparable to Super Poly IMO at least, in the sense it's removal that targets nothing, and to make it better, doesn't make you choose until the Tribute Summon itself, so you might change your mind.

This card is definitely better than Soul Exchange in most situations. While Soul Exchange lets you Tribute the monster for any application (Cost, effect, Tribute Summon, Ritual Summon, etc), it's restricted to Tribute Summons. But it doesn't target, which is amazing and makes it nearly impossible to dodge, but you can still attack. Monarchs themselves love this, because they do evil stuff when Tribute Summoned, that evil stuff usually involving removal.

So take their monsters, kill their stuff, then kill them.

One of the rulings the judges announced at Regionals this past Sunday stated that Forbidden Lance cannot be used to keep your opponent from tributing your monster with this.

Boy did that cause an uproar...

Which Regional, and do you know that judge's name? Quite some time ago we received official word that Lance prevents a monster from being Tributed through Stormforth no matter when Lance activates or resolves. Any judge not following this ruling should be brought to Program attention.

It was the Frederick, MD Regionals and the ruling was stated by the head judge during opening announcements. I forget his name, though tbh.

Did you link him to the wiki ruling page? w/source?

No, and I had no idea there even was an official ruling on it.  I actually don't pay attention to ruling updates and such.  I probably should.

at least it was said then and not in the middle of a game

Yeah.  They usually have a ruling announcement or three before the start of the first round.  I didn't face a monarch player, so didn't have to deal with it, thankfully.

well I would assume that this card should follow the same rule of soul release, since it has a similar effect

Another thing this card has over Soul Exchange - Soul Exchange targets, this doesn't.

Screw the Extra Deck for the turn, if it means I get a nigh-unstoppable means of taking out an opposing monster that's been giving me a headache, I will jump at the opportunity without blinking an eye, and Tribute Summon away. Even if it means being less efficient and Normal Summoning Cyber Dragon.
