Ok, so card A is like the lovechild of nephtys and blaze fenix, which might not be a good idea. Its atk value is relevant, especially against tellars, and its effect can get in for damage, while preventing them from stopping you from getting in for damage.
Card b is... A ritual pendulum... So that is a thing. It feels needlessly complicated, and though its level is easy to achieve with the ritual, the fact that it is nomi removes a lot of what is good about pendulums (kinda get a kepler vibe, in that respect)

I vote card a, because B tried too hard to be special, and fell flat in that respect.

Isn't there a rule about needing to be realistic? Anyway...

Card A:

Kind of a simple Ritual Monster here, very burn heavy, you can probably OTK with it if done properly, but still, it's a Ritual Monster, so that's unlikey. I am going to assume that you can only use the second effect of the Ritual if you already Summoned it, so it can't be abused, but that's still a nice little effect as well.

Card B:
There doesn't seem to be any theme going on here, it's all over the place to me and then there's the fact that it's a Ritual Pendulum, and you haven't really stated any rules on how those work, other than the text on the monster. The Ritual Spell is also stupid broken, being able to use your opponent's monsters is just plain bad design. The last effect doesn't make any sense, you are Summoning it, so obviously it's in the hand, but does that affect mean that there must be another one in your hand afterwards? And if so, how would your opponent know that? It also has a very powerful field effect as well, being able to run over pretty much everything, and being allowed to keep that ATK as well, PLUS it also deals effect damage. Last effect is also good, but unlikely to actually make work. I can't say I like anything about these 2 cards really.

Card A is the better Phoenix (and also actually a Pheonix.)
