Call this a Trial Run if you will of a guide I am considering in regards to if the effect was tweaked, could a Card be unbanned? First, we are going to start with Substitoad.

 

"You can Tribute 1 monster to Special Summon 1 "Frog" monster from your Deck, except "Frog the Jam". "Frog" monsters, except "Frog the Jam", cannot be destroyed by battle."

 

In its current state, there is no way this card would ever be unbanned. Substitoad added frightening speed to Frog Decks, allowing a player to get 3 Des Frog's out surprisingly fast. Other uses also include Tributing Tokens to get Level 2 Aqua's out for a potential OTK with Wetlands and also thinning the Deck by Special Summoning and then Tributing the Frog to Special Summon another.

 

My fix is actually rather simple for this monster. Making it once per turn would slow the FTK and OTK capabilities down a lot while still providing the potential for Deck Thinning if this card can stay out. To avoid abuse of having 3 Substitoad's out allowing you to use it three times. I will also be adding the "Can only use the effect of "Substitoad once per turn". 

 

Here is the retconned effect.

 

You can Tribute 1 monster to Special Summon 1 "Frog" monster from your Deck, except "Frog the Jam". You can only use this effect of "Substitoad" once per turn. "Frog" monsters, except "Frog the Jam", cannot be destroyed by battle"

EDIT: Just to add, I do like the Frogs cannot be Destroyed by battle Clause. It makes Frog's viable by at least offering them some protection.

It's certainly a possibility with what they have been doing lately. It would also be nice to have Frogs become more relevant, as I found myself enjoying Frog Monarchs for the little while I played them.

Yeah. I am personally a big fan of Frogs and prefer to run the Wetlands Format rather then Frognachs or relying on cards like Treeborn.

I actually faced Wetlands Frogtk a few days ago. The game consisted of me forming a lock and them decking out...

I feel like a hard OPT limit on this thing would make it reasonable enough to come back, since it basically means winding up a weaker Lonefire Blossom.

Remove the Once per turn from the beginning of the effect. That signifies that each of X you control can use that effect Once per turn and is irrelevant with "you can only use the effect of X once per turn"

Only one of the Bolderlined sections is needed. Having them both is just redundant.

Thanks for the correction of the effect. Will change it now. I keep forgetting that having both at the same time is not needed :P
