Card Requirement

Create a playable R1 or R2 Xyz.

 

Card A

2 Level 1 monsters
When this card is Xyz Summoned, return all Level 1 Banished monsters to their owner's Graveyards. Once per turn, in your Main Phase 1, you can detach 2 Xyz Materials from this card to target 1 Level 1 monster in your Graveyard and 1 Level 1 monster from your hand, shuffle them into the Deck, then draw 3 cards.

 

Card B

2 Level 2 monsters
When this card is Xyz Summoned: Place 2 Spell Counters on it. This card gains 300 ATK for each Spell Counter on the field. If this card would be destroyed, you can remove 1 Spell Counter from it instead. Once per turn, during either player's turn: You can detach 1 Xyz Material from this card, then target 1 card in either player's Graveyard; place that target on the bottom of the Deck.

Wicked Goblin doesn't really look all that useful. You're  giving up 2 monsters to make something that has quite a specific effect, and then it just sits there to die. While 3 cards is good, it also requires 2 specific cards in your hand and Graveyard. Easy enough for the Graveyard when you can just detach, and since your Graveyard might get back what you might have banished, I'm guessing things like Battle Fader were the reason behind that, but your hand, maybe not so much. I wouldn't really want to go into this when I can make something that has a higher chance of surviving, like Ghostrick Dullahan or Slacker Magician.

Alchemist Apprentice is quite nice, not sure how much access Spell Counter Decks have to Rank 2s, but it is decent enough on its own. A good protection effect, decent DEF, boost in ATK, but not too mayor, messing with the opponent's Graveyard or getting back your own cards. Overall, a good card that can be used in all Level 2 Decks.

My pick goes for Card B (Alchemist Apprentice)

Card A:

This thing would be insane in Level 1 Decks: Kinka-Byo sets it up by itself, it replenishes Level 1s banished for BLS, Chaos Sorc, etc. and then it turns any Level 1 in hand into a +1 Pot of Greed. Yeah, it requires a Level 1 in hand to be live, but naturally you won't drop this when you don't have any, and the low ATK would be an issue... if you couldn't Xyz-evolve it into Downerd Magician for a 2300-ATK beatstick.

 

Card B:

Looks like a new toy for Spellbooks more than anything, since Spellbook Star Hall can stack Counters rather quickly. Spellbooks aside, the card looks good, and it is like an hybrid between Gachi and Rhapsody: Like Gachi, it has 2 "lives" and raises ATK, except only its own; and like Rhapsody, it can disrupt the grave by removing cards from it, but it spins them rather than banishing them; it can also recycle your own cards. In short, the card is basically a more durable Rhapsody for Rank 2s that is further benefited by Spell Counters.

 

I vote for Card B, because of its applications as a Rank 2 Rhapsody, and as far as I know, Rhapsody is a decent Rank 4 in the current format. On the other hand, Card A is just asking for abuse with its "Draw 3 cards then evolve into Downerd" gimmick.

I actually hadn't considered Downerd, that changes things a bit. Still, not that big of a deal, Downerd isn't THAT good, but I guess it makes it more playable. My vote is still for card B.
