Because his ultimate is underwhelming, and his +1 is situational. I wouldn't spend 4 mana for lifelink.

His +1 isn't situational in the type of decks you would use him in. BW Tokens literally always has a creature on bored after any sweeper because of Flashback and instant speed. It is helpful and could be Blank.

His ultimately only seems underwhelming because of it only taking 3 turns to use. Don't expect it to be a constant game winner when you're not putting any effort into using it. The -2 is a safety gray zone at best.

For my tastes, he's way too similiar to Lord of Innistrad =/

 

First 2 abilities are again some mix of +1/+0, lifelink and Vampire tokens.

 

And ultimate is underwhelming. While most ultis read pretty much "you win the game" or "you're damn close to winning the game", this one seems...weak. Don't get me wrong, it's not BAD, it's just so easy to ignore/play around/get benefits from.

I can see it. I think their is enough of a difference when you look at how other planeswalkers have changed between cards, but I can totally see where your coming from.

 

A lot of recent ultimates have been more on the underwhelming side imo. I mean, looking over the newest walkers we have Ashiok, Xenagos, GW Ajani, and Sarkan all with pretty meh ultimates themselves.

Ashiok is a control/midrange killer. Xenagos ends games by putting a bunch of fatties on board. Ajani gives you 100 life, which can be dealt with, but it's a nice pillow for following turns. Sarkhan's ultimate isn't meh at all, it's 3 cards to work with every turn.

 

Ashiok's ult is only good against control imo, and it still doesn't win you the game. Hell, if you were able to keep him around for him to ult your likely to have already had a good shot at winning anyway.

 

Xenagos can REALLY easily miss. Even with a deck of 50% creatures your getting around 3, and you can very easily get 3 crap ones.

 

100 is never exciting, especially since his other 2 abilties are really solid.

 

His ult will still cost you your hand before it can get you any advantage. And its only 2 more, so the advantage isn't much more than the 1 guy a turn from the opponent. 

 

While I can certainly see the arguement that this is worse than those 4, this really has been a trend with walkers ults becoming less and less game winning.
