Card Requirement

Create a playable R1 or R2 Xyz.

 

Card A

3 Rank 2 Monsters
Once per turn, during your opponent's turn, you can detach 1 Xyz material and banish 1 or more monsters from your graveyard to target monster(s) your opponent controls equal to the number of cards banished; until your next standby phase, the targeted monster(s) cannot attack or change its battle position. They also cannot leave the field.

 

Card B

2 to 4 Level 2 Aqua-Type monsters
Once per turn when a Level 2 Aqua-Type monster you control would be removed from the field, you can Pay 500 Life Points to attach it to this face-up card as a Xyz Material instead. Once per turn you can detach up to 3 Xyz Materials from this face-up card to activate the following effect depending on the number or Xyz Materials detached.
1 Material: Add 1 "Wetlands" from your Deck or Graveyard to your hand.
2 Materials: Special Summon 1 Level 2 Aqua-Type monster from your Deck to your field in face-up Attack Position.
3 Materials: Destroy all face-up non WATER monsters. All battle damage is 0 for this turn.

Lazy of the Frozen Souls would probably be my pick, hadn't it been for the fact that it requires 3 Rank 2 monsters to actually get out. That is simply not worth it, even though the effect is has is quite good, as it locks down Synchro, Fusion and Tribute Summon Decks, as well as prevents your opponent from attacking and changing positions, all very good effects, at a balanced cost, but I don't think anyone will ever get this out properly, even though a lot of Level 2 Decks can spam quite easily, it just is not worth using so many monsters for.

On the other hand, we have Frog Maiden, a good card for Frogs, and it supports both the Wetlands build, as well as other kinds of builds. I do kind of have a problem with the first effect, but then it has low enough ATK and DEF for it to be easily killed off, so that is not a huge problem, and you basically only get to use it for one turn, though with those effects, that is quite decent still.

Vote goes to Card B (Frog Maiden)

Card A:

I assume the card requiring Rank 2s is a mistake and should require 3 Level 2 monsters instead. Anyways, the card looks weak my opinion: Its ATK/DEF stats are too low for a 3-material monster, and all it does it stopping attacks at the cost of graveyard resources, but it won't help with removing the opponent's monsters.

 

Card B:

Looks like decent support card for Frogs, and it encourages players to run Wetlands Frogs instead of the more popular Frognach variant. And even in Frognarchs, its 3-detach pseudo-nuke effect should be useful as a panic button.
