You can only activate this effect of "Fissur the Darkquake" once per turn. Essentially, Quaking Mirror Force in monster form- it unfortunately Sets all your own stuff too, and monsters it Sets can flip face-up again later, but it drops a Heavy Storm if its effect succeeds.
