During the turn you activate this effect, you cannot Pendulum Summon monsters, except "Odd-Eyes" and "Magician" Pendulum monsters. You can only use each Pendulum Effect of "Odd-Eyes Phantom Dragon" once per turn.

 

ME: Once per turn, when an opponent's monster declares an attack on a Pendulum monster you control: You can negate that attack.

 

ATK: 2500/ DEF: 2000

 

I thought since OEPD has a protection effect for its PE, I'd make this card's PE more offensive. This also reflects how Yuya appears to act in the Manga: More ruthless. (Like Yuto!)

I think I sort of overdid it with the second PE though. I don't think we'd see this effect in the manga, but instead if this monster was released.

The ME is meant to reflect it's Phantom-ness. Phantoms can phase in and out of places (Therefore being able to dodge and/orprotect itself/allies).
