Trebuchet MS
When Conspiracy was being announced, the concept of Will of the Council caught my intrigue. Pity that when it actually released, none of it had democracy/anarchy voting to reference TPP. So I've decided to rectify it.
Will of the council — At the beginning of your upkeep, starting with you, each player votes for democracy or anarchy. If democracy gets more votes, each player draws a card. If anarchy gets more votes or the vote is tied, target player chosen at random sacrifices a creature.
The flavour is voting between "progress slowly" or "go nowhere fast". The problem here is that I can't think of something that best embodies "go nowhere fast". Got any ideas?
Miror B
"Go nowhere fast" could very easily be changed to "Each player skips their next untap step" if you wanted something for flavor and function. As is it's really just a choice between a round robin or a very random hit to someone.
Trebuchet MS
There's also got to be a form of incentive for voting the latter option, though.
