While this card is in your graveyard you can banish 2 "Fishborg" monsters from your graveyard to Special Summon this card. When this card is Special Summoned by its own effect you can discard 1 card from your hand to draw 1 card. You can only use the effect of "Fishborg Annihilator" once per turn.
Card B
You can Special Summon this card (from your hand) by Tributing 1 Fish-Type monster. When this card destroys a monster by battle: draw 1 card. At the start of your opponent's Battle Phase: You can target 1 monster your opponent controls; change it to Attack Position, also it must attack first, and attack this card if able. You can only activate this effect of "Cruel Angler" once per turn.
Card A: OCG mistakes, such as Graveyard should be capitalized but Hand shouldn't. The effect doesn't fit the name nor does it fit the picture. It's an annihilator, but you draw a card? How about discard 1 card destroy 1 monster on the field should be better.
Card B: Balanced, good OCG, and effect fits the name. It's also drawing cards, but it has a destroy effect first and the second effect makes it actually cruel. But this effect and stats make it seem more like a level 6 rather than a level 5.
Vote goes to Card B
(Why bother with the anonymity when most of the time you can tell by style and OCG skills. Though I noticed Gad made his card copyright 1996 to match leg dog kings)

Even if the effect DID fit the name, vote goes to Card B. Also, Morpothronic Celfon "calls" other morpothronics, so I don't see how it doesn't fit the picture. Your card is an ahhihlater that has the effect of an emissary/supporter/(similar name).

It annhilates my hand and my grave

Card A: Essentially banishes 2 monsters to SS itself, then it discards to draw another one.

Card B: SS itself by Tributing another Fish, gets a free draw when it kills something and can force something to attack this card once per turn.

Basically, card A's effect is "banish 2 monsters, discard a card that isn't needed at the time and get a new one". As already mentioned, it's named Annihilator but has a draw effect. I could probably see the "Annihilator" part coming from the 2 Fishborgs that got banished, but that's about it. Considering there are only 3-4 Fishborgs that exist, getting this card out is much easier in theory than in practice; considering Blaster is still banned. TBH, it doesn't offer much synergy to them at all.

Card B has some use as Rank 5 fodder in Sharks if you really want to (for 73 / Fortress or whatever), or just as a way to get a moderately strong monster on the field. The extra draw effect is nice (though it'll be destroying a fair bit of monsters with that 2400 ATK of hers; coupled with her forced attack effect), and much like an angler in real life, it "lures" a monster to attack it. Granted, forcing the opponent to slam one of their smaller monsters into a 2400 attacker + you drawing off of it (by virtue of #2) is a powerful effect, the OPT clause at the end serves as a countermeasure to it.

Going with card B for actually being useful; both cards are fine in terms of balance.
