This card is especially for those who like to test their luck. Even if you dont roll 1 or 6, this card may be useful in someway because you will have to choose any 2 cards from your hand to shuffle into your deck. Perhaps the 2 cards you draw (or 1 of them) is more useful than other cards in your hands (if you have) so even with -1, you may be helped somehow. So if you are risky to use it, try it when you have at least 2 or 3 cards in your hand and not only this one.

Because [url=http://yugioh.wikia.com/wiki/Ridiceulous]Ridiceulous[/url] is a thing, this card is basically just a special-restricting, OPT Pot of Greed, except because of the OCG in your post, you're drawing cards as a cost to activate the effect. The card would be a lot more balanced if the number you had to roll was something other than 1 or 6. In addition, I'd recommend re-wording as follows.
