While this card is face-up on the field, you cannot Summon any monsters except "Duston" monsters. [spoiler='Purpose']Its purpose is pretty obvious, and I think it fits the artwork pretty nicely, too. 
It's to protect Starduston from the opponent's cards like Dark Hole, Black Rose Dragon, Judgment Dragon, etc.

Its second effect recycles the Duston monsters you used up in order to give you an opportunity to summon House Duston and get out Starduston again. The only drawback is not being able to summon.[/spoiler][/spoiler]

I think Duston suffer mostly from the need of "House Duston" to swarm... since you have to rely on drawing it,,,, in a deck full of various Duston fodders, or waiting for your opponent to destroy "Duston Roller"/"Magicalized Duston Mop". This card would be helpful if you are lucky enough to have Starduston to play, it has no application on other Dustons, unless you want to use it to recycle those in your graveyard.

If you can implement some kind of effect to speed things up... a suggestion:

 

Equip only to a "Duston" monster you control. The equipped monster cannot be targeted or destroyed by  battle or your opponent's card effects. When you Summon a monster; destroy this face-up card. If this card is sent to the Graveyard; you can target any number of "Duston" monsters in your Graveyard; shuffle the targets into the Deck. 

(The effect will help you stall as long as you need, until you get House/Starduston. Also, it's easy to get rid of once you assemble your combo + it will not miss the timing with the recycling effect and will trigger even if it's discarded (by you or your opponent's effect).

 

OR  (Something completely different to speed things up, instead of stalling): 

 

Shuffle all "Duston" monsters in your Graveyard into the Deck; Special Summon 1 "House Duston" from your Deck and equip it with this card. When this card leaves the field; you can add 1 "Starduston" from your Deck or Graveyard to your hand. 

("Dustons-to-Deck" is now a cost, so your opponent cannot prevent it in any way. House Duston will be ready to fill the field and once it's gone - you get Starduston to trample on the opponent.)

I like this suggestion more, although it differs greatly from the effect that I gave it. It fits Dustons more and searches not only House Duston, but Starduston as well. I also put a drawback on it, though, so you can't summon monsters other than "Duston" monsters. Thank you very much for the suggestion.

 

 

Missing the timing only occurs on "when... you can..." effects. The lack of a "you can" in the last effect means it never misses the timing.

Perhaps you'd like to elaborate a bit more on this so that they can understand what you mean and why you're saying it rather than just blurting "this happens or not because it does".
