Yea the draw effect is crazy overpriced for what it does, this card is a limited Allstar though. I think they intended this to be a finisher for a hard control deck but theros still has lots of good finishers available.

What anoys me more of this card is the Fact that it want's a Domain Deck to be good and a Core set is the Worst place for that...

And given the ability is just a reference at how Ravnica is THE MULTICOLOR Set, it don't seem to be foresighting anything so

It's probably too soon for another multicolour block. This is just a flavourful reference to Ravnica. Soul of Zendikar isn't exactly foreshadowing that Khans is a token block, for example.

It was worth a look in Standard when it was speculated to be 3UU in the fuzzy screenshot, but it's just a Limited bomb now. Sad.

Maybe if you don't have the resources to win yet which is a bit bull, considering that Blue Decks have hefty amounts of draw power.  He just seems like a waste of space that requires too much deck dedication with a lategame effect that would be better earlygame.

I understand the entire part of your point except the "Use it the turn you have it" part.

 

And self mill decks set up the second effect easily, even if it's still costly as balls.

I worded that weirdly.  What I meant to say was that there are other, more worthwhile cards to use in that situation that can guarantee you the game if you had the same amount of resources as what this card takes up.  Self-Mill Decks seem the most plausible to be able to pull it off though.  If there are Grixis Self-Mill Decks, then this card might actually be worth it.  Might.

There are better reanimator targets than this, even with being able to cast it's effect from the graveyard, it's a one time use and you would get 2-3 cards from it at most in the majority of dredge/reanimator decks. Other than the huge body, this card is not good.
