If you're only using 3 Cyber Dragon Structure Decks (for dat super budget build) I recommend something like this:

 

3x Cyber Dragon

3x Cyber Dragon Core

3x Cyber Dragon Drei

3x Cyber Valley

2x Proto Cyber Dragon

2x Shining Angel

1x Solar Wind Jammer

1x Cyber Phoenix

1x Cyber Dinosaur

1x Cyber Eltanin

 

3x Cyber Repair Plant

3x Mystical Space Typhoon

2x Power Bond

1x Evolution Burst

1x Limiter Removal 

 

2x Cyber Network

2x Malevolent Catastrophe 

2x Call of the Haunted

2x Trap Stun

2x Dimensional Prison

 

 

Extra Deck:

 

3x nova

3x cyber twin

 

 

It's not perfect, but it should work out better and you can of course use other cards you have which aren't from the structure deck. 

There is no reason not to run 3 cyber dragon cores & 3 repair plants.

Also keep your deck as close to 40 cards as possible, so you draw the cards you need faster. 48 is too much for a cyber dragon deck (and most decks for that matter).

The only monsters I recommend running:

 

Cydra x3

Core x3

Drei x3

Zwei x1-2

Valley x2-3

Eltanin x1

Honestx1

 

You don't need anything more than that.  Other monsters take away from the synergy of the deck and make it less consistent, regardless of the fact that they have decent effects.  If you use this build, Network isn't necessary. I actually don't run network in my build and I haven't played a better cyber build than mine at the moment.  Run 2-3 Machine Duplication. I don't recommend any less.  you can get 2 cydras on field simply using machine dupe on core, or pull out 1-2 extra valleys to build a stall wall until you get your hand.  Run Pot of Duality, upstart goblin, or jar of greed.  At least 2 of one of these choices.  You need draw power, and since this deck doesn't search very well, the more draw the better.  

 

My recommendation for S/T

 

Power Bond x2-3

Limiter Removal x1

Cyber Repair plant x2-3

Machine Duplication x2-3

Super Polymerization x1 (Use with DNA surgery to make full-field plays with Chimeratech overdragon)

Overload Fusion x1 (Brings out Chimeratech overdragon using your grave)
MST x3 (This deck hates backrow)

Pot of Duality x2-3 (Draw Power, use to set up and get cards you may need)

 

TRAP

 

Trap Stun x3 (stop that nasty backrow)

DNA Surgery x1-2 (Use this for contact fusion.  Declare machine, and now all monsters, including your opponents, become machines.)

 

The rest if you have room, run stalls like mirror force, threatening roar, etc...  DON'T USE REGULAR POLYMERIZATION or anything like that, it's pointless.

 

With machine dupe, you can now use your regular Rank 5's (Pleiades, Volcasauras, etc.) use them.  Add Chimeratech fortress dragon to your extra deck.  With DNA surgery or the high possibility of playing geargias and karakuris, this makes contact fusion amazing.  Also helpful if someone summons Draco.  You can't use tokens for contact fusion, but Draco can't stop itself from becoming a contact material.
