So, I've been planning this ever since BNG graced me with Tromokratis and Whelming Wave. The general theme is sea creatures, and many ways to bypass the islandhome effect that plagues the larger ones. Tromo takes the helm because of self-hexproof outside of combat and easy unblockability, making for hard-to-deal-with commander damage.

 

As Journey into Nyx approaches I'll begin swapping in some of the sea monsters it has, starting with Scourge of Fleets.

31 lands is too little. Ideal is between 36 and 40. And you're not even running that much ramp, and mono blue decks have a problem with mana.

 

With that said, the deck actually looks pretty fun to play with. I think you could try to fit in a Phantasmal Image. Also, is this IRL?

I count all forms of mana source for that 36-to-40 ideal ratio. That includes all noncreature mana generators (Thran Dymano, Gilded Sun, etc) or land fetchers (Wayfarer's Bauble). Which eases it just nicely to 36. Hmm...

 

I'm planning to build this IRL, and would like to smoothen this out as much as possible to avoid wasted investments. Of course, some prohibitively expensive cards can be axed for cheaper alternatives.

36-40 lands + any additional ramp. It's more worthwhile to just hit your land drops more consistently. Lands and mana rocks would look something like this. Regarding mana rocks, you basically don't want anything beyond 5 mana (Gilded Lotus ramps you from 5 to 8, or 9 with a land drop - this is mostly pointless since you just have your 7-mana commander). As long as you have Cavern of Souls, you're fine (search it with Expedition Map and Tolaria West).

Not sure how dedicated you are to the whole sea monsters thing, but your creatures are very top-heavy as a result. And most of them are basically big (but vanilla) fatties. There's basically a couple of staples, and then you can shape the rest as you like regarding creatures. These 6 definitely should be in your deck.

Scourge of Fleets should go in here - being able to do a one-sided Evacuation and get a creature out of it is nice. Also, try to pick up either Oboro, Palace in the Clouds. Same as Ghost Town, when combined with Quicksilver Fountain it can lock out your opponents of the majority of their non-blue coloured mana. Finally, Lingering Mirage and Aquitect's Will are good ways of giving your opponents Islands.

It's already there. I picked blue in the JOU pre-release specifically to get that card.


Not sure how I overlooked that. Hmm, what about Thada Adel, Acquisitor? With all the islandwalk enablers you'll be having, she'll allow you to steal all the good mana rocks from your opponents' decks.

She was already in my deck, but I've forgotten to include her in the list here. Updated to reflect that.

 

And, yes, she's a whole bunch of trouble herself. Good stuff.
