Is this the official ruling? it seems a bit confusing

In regards to switching control, the wording always applies to the player actually controlling the card on the field, i.e. "You" becomes the player given control of the monster and "Your opponent" being the original controller of the card, the one who actually has it in his/her deck. 

The card still always goes to the hand/deck/Graveyard/is counted as banished for that player for the original owner when it leaves the field, though.

Control-changing cards can be confusing with their effects, like how the way Ameba is worded it sounds like it would inflict 2000 damage to you since it says "when control of this card changes" meaning when it activates it will be the opponent's card. Not to mention stuff like Lava Golem and Satan Claus outright state "this card's controller" for their only effects.

 

Still, though, as already said.

"When this card is Normal Summoned: You can change 1 monster your opponent controls to face-up Defense Position, and if you do, take control of that monster."
 
Much, much, much different.

I really want to know how you go from something absurd, to something that is just flat-out situational nonsense that looks like something used from the anime.
